Your car battery, your old paint, your fluorescent bulbs: all of it technically hazardous, all of it difficult to dispose of correctly, and all of it ending up somewhere it shouldn't when people can't figure out the proper disposal. The cost of improper disposal is already being paid. It just gets paid later, and by everyone.
The solution is a federally funded pickup program: Request a bin through an app or similar. The bin gets dropped off. You fill it with batteries, motor oil, electronics, paint, and whatever else qualifies. It gets picked up. The program is funded by tax dollars and offset by processing the recovered materials, many of which have industrial resale value.
