Puerto Rico is home to 3.2 million American citizens who pay federal taxes, serve in the military, and have no voting representation in Congress and no vote in presidential elections.
Let Puerto Rico vote on statehood. If they vote yes, they become a state. If having 51 states is too complicated for some people, the Dakotas, geographically adjacent, historically related, and combined smaller than many single states, can very easily get merged together.
American citizens should have representation in the government they fund and serve.
